Module runtime 

Runtime management for serialized OBS access.

libobs has process-global state and a number of thread-affine operations. The default runtime therefore treats OBS as an actor: callers submit bounded work to one dedicated thread while native resource destruction uses a separate cleanup queue. The cleanup queue is intentionally unbounded because Rust destructors must never deadlock behind normal application work.
